The placing of cosmetics on the market of the European Union is regulated by Regulation No. 1223/2009/EC of the European Parliament and of the Council of 30 November 2009.
The regulation says that only those cosmetic products where a legal or natural person is appointed in the Community as a Responsible Person can be placed on the market.
For each cosmetic product placed on the market, the Responsible Person shall ensure compliance with the relevant obligations set out in this Regulation.
An importer or a manufacturer may, by way of a written mandate, designate in his name a person established in the Community as a responsible person who accepts in writing.
